According to the List of central authorities of the executive branch of government, other state bodies responsible for fulfilling the obligations arising from the membership of Ukraine in international organizations, the SISMIT together with the Ministry of Infrastructure is liable for obligations arising from the membership of Ukraine in IMO.The SISMIT forms part of the executive bodies and provides implementation of state policy in the field of safety on maritime and inland water transport.
High professionalism of Ukrainian seafarers and the level of theoretical and practical training have given Ukraine an opportunity to take a rightful place on the international labor market and be included on the “White List” of the International Maritime Organization.
Ukraine became a Member State of the International Maritime Organization (IMO) and a country that signed the main international regulations on safety of maritime navigation adopted within the framework of the IMO, including the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (the STCW Convention).
Under the Order of the Ministry of Transport of Ukraine, in February 1998 in Odessa there was established the Seafarers’ Training and Certification Control Agency, headed by the professor of the Odessa State Maritime Academy – V.
The Ministry of Education and Science of Ukraine, pursuant to the Regulation on the Ministry, shapes and ensures the implementation of state policy, regulates, specifies prospects and priority development areas in the field of education and state supervision (control) of the activities of education institutions, regardless of their subordination and types of ownership; develops and approves standards for specific professions; provides regulatory and academic basis for functioning of education institutions; performs licensing and accreditation of higher education and post-graduate education institutions.
The MESU is liable for the development of state educational standards, for the curricula of education programmes, qualification level of tutors, as well as qualification level that can be obtained by students who study regardless of the level of a maritime education institution – an academy, university, college or vocational school.
